The Level 5 National Vocational Qualification (NVQ) in Occupational Health and Safety Regulation has recently been developed for Health and Safety regulators,
both in Local Authorities and the Health and Safety Executive, in order to enable enforcement officers to prove their competence in this specialised field of
responsibility.
The mandatory Section 18 Guidance to Local Authorities issued by the Health and Safety Commission includes a requirement relating to the ‘provision of a trained
and competent inspectorate’ and recognises the above NVQ as ‘a means of demonstrating the achievement of the necessary standards of competence’.
The recently published ‘Strategy for workplace health and safety in Great Britain to 2010 and beyond’, and the associated likelihood that local authorities will
have an enhanced enforcement role in the future, will give greater emphasis to the need for consistency in the area of training and competency between local
authority and HSE inspectors.

Knowledge and experience requirements
Candidates must possess the necessary knowledge and experience, and must be active in the field of enforcement of workplace health and safety, either within the Health
and Safety Executive or Local Authority Sector.

HSR02 - Inspect duty holders, worksites and activities for the purposes of work-related health and safety regulation
HSR03 - Investigate work-related accidents, incidents, ill-health reports and complaints for the purposes of health and safety regulation
HSR04 - Plan and gather evidence for the purposes of work related health and safety regulation
HSR05 - Enforce statutory provisions and brief a prosecutor for the purposes of work related health and safety regulation
HSR06 - Enforce statutory provisions and present guilty pleas in Magistrates Courts for the purposes of work-related health and safety regulation
HSR07 - Draft and serve notices or other statutory enforceable documents for the purposes of work-related health and safety regulation
HSR08 - Influence health and safety duty holders and others for the purposes of work-related health and safety regulation
HSR09 - Improve work-related health and safety through promotional activities
